Complaint Filed with IACHR Warning That Carvajal's Life Is in Danger Due to Threats from “Willa Lluch'us”

La Paz, October 7 (ANF).- Attorney Jorge Valda, director of Global Human Rights League Bolivia, filed a complaint with the Inter-American Commission on Human Rights (IACHR) warning that the life of Amparo Carvajal, president of the Permanent Assembly for Human Rights of Bolivia, is in danger, and requested protective measures.
One of the grounds for the complaint before the international body is the threat issued by the group known as the “Willa Lluch'us Army,” represented by Grober Choquehuanca, against Carvajal.
On September 6, two unidentified individuals claiming to be part of the “Willa Lluch'us army,” in a video posted on social media, threatened to burn down the home of Amparo Carvajal, president of the Permanent Assembly for Human Rights of Bolivia (APDHB).
“Once again, we, the warrior army Willa Lluch'us, are protesting because these corrupt judges and corrupt police have protected the house of (Amparo) Carvajal — this house built with the people's money — we must burn it, comrades. That is why we are organizing and will go there at any moment,” they said in the video.
“(…) they went so far as to issue death threats, acts of hatred, racism, and revenge, as well as to threaten private property and, above all, to threaten the integrity, the right to life, and the right to a home — all due to the undue persecution being carried out against Amparo Carvajal, an elderly woman, president of the APDH, and human rights defender,” the complaint filed by Valda before the IACHR states.
The complaint further warns that not only the activist's home is at risk, but also the APDHB headquarters, located on Avenida 6 de Agosto in La Paz. It notes that these actions are being carried out because the activist has not been subdued “by the abuses of power of the government that operates under the banner of the Movement Toward Socialism (MAS).”
The complaint details that her rights to the inviolability of the home, to life, to personal integrity, to personal liberty and security, to privacy, and to the protection of honor and dignity are all under threat.
“For all the reasons set forth, I must make known that Amparo Carvajal fears for her personal safety, and even for her life, since, as previously stated, she has been threatened and intimidated in her own home, and therefore I must affirm that her life is in danger,” Valda states in the complaint.
In this context, he asked the IACHR to declare that the Bolivian State has violated Articles 5, 8, 13, 21, 24, and 25 of the American Convention on Human Rights, all in relation to Articles 1.1 and 2 of the same Convention, and to order the immediate restoration of the right to inviolability of the home, personal security, integrity, and life; to grant the corresponding guarantees; and to order the offending State to pay damages caused to Amparo Carvajal.
It was also requested that the State be ordered to refrain from committing acts that violate human rights, and that guarantees be granted to Amparo Carvajal, given that her life is at risk, while the content of this international complaint is resolved.
The complaint was filed on October 6.
