IACHR Asked to Grant Protection Measures for Amparo Carvajal

The lawyer and director of Global Human Rights League Bolivia, Jorge Valda, reported to the Inter-American Commission on Human Rights (IACHR) that the life of Amparo Carvajal, president of the Permanent Assembly for Human Rights of Bolivia, is in danger and requested protection measures.

One of the arguments presented to the international body is the threat issued by a group calling itself the Willa Lluch'us Army, represented by Grober Choquehuanca, against Carvajal.

On September 6, two unidentified individuals claiming to be part of the "Willa Lluch'us" army threatened, in a video posted on social media, to burn down the house of Amparo Carvajal, president of the Permanent Assembly for Human Rights of Bolivia (APDHB).

"Once again, the warrior army 'Willa Lluch'us' are protesting that these bad judges, bad police officers, have protected (Amparo) Carvajal's house—this house that was built with the people's money, we must burn it, comrades. That's why we are organizing and will go at any moment," they said in the video.

"(…) they went so far as to make death threats, acts of hatred, racism and revenge, as well as attacks against private property, and above all attacks against the integrity, the right to life, and the home, all of this due to the undue persecution against Amparo Carvajal, an elderly woman, president of the APDH and human rights defender," reads the brief filed by Valda with the IACHR.

He also warns that not only is the activist's home at risk, but also the APDHB's facilities located on Avenida 6 de Agosto in La Paz. He notes that these actions are being carried out because the activist has not been subdued "in the face of the government's abuses of power under the acronym Movement Toward Socialism (MAS)."

The brief details that her rights are under threat, including the inviolability of the home, the right to life, personal integrity, personal liberty and security, privacy, and the protection of honor and dignity.

"For all the reasons stated above, I must make known that Amparo Carvajal fears for her personal integrity, even her life, since as previously stated she has been threatened and intimidated in her home, and I must therefore affirm that her life is in danger," Valda states in the complaint.

Within this framework, he asked the IACHR to declare that the Bolivian State has violated Articles 5, 8, 13, 21, 24, and 25 of the American Convention on Human Rights, all in relation to Articles 1.1 and 2 of the same Convention, and to order the immediate restoration of the right to inviolability of the home, personal security, and integrity of life, to grant the corresponding guarantees, and to order the offending State to pay damages caused against Amparo Carvajal.

It was also requested that the State be ordered to "refrain from carrying out acts that violate human rights and to grant guarantees to Amparo Carvajal, given that her life is in danger, while the content of this international complaint is resolved."

The complaint was filed on October 6.
